Cetelem s first steps in Poland

In late December 1997, having carried out a study of the Polish market, Cetelem107 decided to set up in Poland. Jean-Jacques Rognant was appointed project leader and moved to Warsaw in January 1998. He was soon joined by Maciej Witucki and they started work at the Cardif offices before assembling a team of 28 staff and moving into new premises in the Praga district, on the other side of the Vistula River. Why Praga? Simply because it was less expensive and a new telephone exchange had just been installed. So we knew we would have enough telephone lines, which is very important in our business! recalls Jean-Jacques Rognant.

The company they thus set up, Cetelem Polska Expansion, was just a sales prospecting operation. Cetelem ruled out the idea of distributing pożyczki a sort of non-regulated loan as this did not accord with the Group s ethical stance. So they needed to find a bank which would agree to carry Cetelem loans on its own balance sheet, on the under- standing that Cetelem would retain responsibility for the sales side, all credit decisions, follow-up and operational risk. Accordingly, Prosper Bank agreed to a partnership and Cetelem was ready for take-off. Jean-Jacques Rognant explains the situation at that time: We started out without any telematics, so we had no online credit decision capability. At first we worked with Elektroland, a small chain which was a pioneer as regards sales of household appliances. Business was slow, however, which enabled us to run the engine in as it were, and then we started working with the Carrefour chain. We took a giant leap forward when we took over [supermarket retail chain] Géant from General Electric (GE). From then on we were able to make decisions faster and things speeded up even more when we launched online decision-making via our rata@net system, which was developed by our own computer systems team, headed by Radoslav Kuczynski. Géant then gave us preference over GE, enabling us to expand from 60 credit applications per day to 600 vir- tually overnight which did cause a few problems!
